Agenda 2027 for MAGA Arizona!

Plan to Make Arizona Great Again!

1. Raise the standard Federal Child Tax Credit from $2,200 to $23,000 (typical cost to raise a child per year), if the parents are married and are both US citizens. 

2. Replace federal tax marriage penalty with marriage bonus, meaning the income limits for married couples living together (unless military deployment) are higher than double the single income limits. 

3. Reallocate all K-12 Education funding to universal school vouchers. 

4. Reallocate all University & Collage Education funding to only STEM degrees, ROTC programs, and trade schools (only to schools with no DEI or AA). 

5. No federal funding to Universities & Colleges that accept foreign enemy money (Communist China, Qatar, etc.). 

6. Treat benefits given to illegal aliens as taxable income, to encourage self-deportation. 

7. Get rid of all tax deductions and credits for illegal aliens, to encourage self-deportation. Get rid of the standard tax deduction for illegal aliens, to encourage self-deportation. 

8. Tax all foreign homeowners and landowners to encourage them to sell, to increase housing supply & lower cost. 

9. Tax all large institutional homeowners and landowners to encourage them to sell, to increase housing supply & lower cost. 

10. Tax electric vehicles (maybe hybrids too) based on annual VMT, to restore highway trust fund. Can be done with just an odometer reading once a year, no government tracking. 

11. Raise tax on commercial vehicles (trucks) based on annual VMT, for road maintenance. Commercial vehicles are all tracked by companies anyway. 

12. Require closed military bases to be redeveloped as housing ASAP. Do not let local governments and regulations get in the way. 

13. Sell excess BLM and Forest Service federal land to homebuilders to increase supply & lower cost (Senator Lee Bill). 

14. Allocate federal infrastructure funds based on new housing unit construction, not historic census population. Reward homebuilding, not shrinking population (or illegal alien population). 

15. Positive Benefit/Cost ratio for infrastructure project selection and public funding to allocate funding to the most economically beneficial projects. No more “bridges to nowhere”. 

16. Special preference for infrastructure projects supporting critical national security industrial onshoring, including entire supporting supply chain. 

17. Allow tolling and privatization of interstates and highways under rational and fair rules, including adding toll lanes and adding new toll roads. 

18. Expand EB-3 skilled foreign labor immigration programs for skilled construction trades, to fill in the gap until we can train enough American born citizens in needed technical fields. 

19. Expedite EB-3 skilled foreign labor visas for illegal immigrants in USA construction work, who self-deport, pay taxes, have no criminal history and have good employer references, to fill in the gap until we can train enough American born citizens in needed technical fields. 

20. Allow more design, build, operate and transfer type private infrastructure projects facilitated by deregulation and opening public land to private infrastructure builders. 21. A land grant infrastructure corridor program could leverage private investment and increased land value capture to fund critical infrastructure. This has been done before in federal policy to promote the construction of the transcontinental railroads. 

22. Rationally and economically, reallocate freshwater supplies in the west. Moving water from extremely low return on water investments, like cattle feed for export, to extremely high return on water investment, like housing and industry. This might be done by a very low tax on water transported or stored in federal (or federally funded) infrastructure, with a standard deduction per member of a household. 

23. Full student debt forgiveness, but earned by joining the US military (Army, Navy, Marines, Air Force, Space Force & Coast Guard), Merchant Marines, Border Patrol, or ICE, for a required number of years (eight). 

24. Partial student debt forgiveness for marriage ($10k), and birthing children ($10k each) in marriage. 

25. Offer Foster Care teens an alternative US Military, US Merchant Marine, or US Policing (Border Patrol & ICE) boarding school option. Can hire retired military and police for faculty. Can build on Arizona State lands with land sale revenue for education. Teens who age out of the Foster Care system often have bad outcomes. These federal service career training voluntary boarding schools can offer a viable successful career path for them. They should be federally funded by appropriate agencies (US DOD, US DOT & US DHS). 

26. Abolish all federal funding for family court. It created perverse anti-family and anti-father incentives. 

27. Tax alimony income and allow full deductibility of alimony payments (restore pre-2019 law) to discourage divorce and encourage staying married. 

28. Defund the United Nations and authorize the President to require the UN to move its headquarters out of the USA as soon as a replacement location is available. 

29. Allow corporate immigration, meaning that if a foreign corporation wants to relocate to the United States, they can bring all needed young skilled workers and senior leadership (if the corporation covers their retirement funds, like 401K), and their families (as long as pass a background check of course).

30. Require all land in the United States, owned by Chinese Nationals or Chinese Corporations, to be sold to US Citizens or US Corporations within a year. First year violation big fine (10% of value), with second year non-compliance results in confiscation. Let President Trump allow individual temporary exceptions, for negotiation leverage.

31. Study of new Mountain West Oil Pipeline (Keystone West) from North Dakota and Alberta to a new Southwest Oil Refinery in either Northern Arizona (maybe inside Navajo Nation) or Southern Nevada (Boulder City) to create a reliable refined fuel supply for Arizona and Nevada, and end reliance on unreliable California. 

32. Fund and permit I-11 from Las Vegas, Nevada (actually new Colorado River Bridge south of Hoover Dam) to Phoenix, Arizona (Casa Grande, Arizona). These are the two largest close cities in America (and rapidly growing) with no interstate between. 

Study new I-11 alignment east of Tucson, Arizona and east of Mt Lemmon), to bypass Tucson on way to New Mexico and Texas. With domestication of industry, we no longer need to increase highway capacity to Mexico factories.

Policy Focus Areas

Housing Affordability & Avilability

The ways to increase the housing supply & lower housing costs for young Americans citizens are:
1. Deporting all illegal aliens & ending H1B Visas.
2. Tax all foreign homeowners to force them to sell.
3. Tax all large institutional homeowners to force them to sell.
4. Cut regulations on homebuilders.
5. Sell federal land to homebuilders (Senator Lee Bill).
6. Require closed military bases to be redeveloped as housing ASAP, no local government blockade.
7. Allocate federal infrastructure funds based on new housing unit construction, not historic population (last census).
8. Reallocate limited western water supplies from growing crops for export, to housing for citizens.
9. Deregulate logging, mining, and other construction materials extraction.
10. Reallocate government education funding from woke communist majors (DEI) to skilled trades.
I know because I have been a civil engineer in infrastructure and development design for 26 years, and have seen a lot of the problems blocking housing construction. But I also now know the solutions. 

Water Availability for Housing

In order to build new housing in Arizona, we need more water supplies allocated to housing. Recommend sources include: 

1. Reallocate Water Supplies from agricultural uses by: banning using water to grow export crops, increased efficiency and/or very low water tax with personal use exception (just on agriculture & industry).

2. Reallocate Colorado Water from California to Arizona (& Nevada), with California replacing their Colorado River water with filtered wastewater (toilet to tap), desalination of Pacific Ocean water and/or increased use of Sacramento River water. 

3. Desalinate Brackish (semi-salty) water from underground aquifers in Arizona, for industy (AI data centers) & housing. 

Power that is Affordable & Relable

Increase the supply of, decrease the cost of, and increase the reliability of power:

1. Electric: More Natural Gas power generation stations & add Small Modular Reactors (SMR's) type nuclear power generators.

2. Liquid fuels: build our own Arizona oil refinery to make gasoline, diesel and jet fuel, to replace the California refineries that are closing.

3. Pipelines: Add oil & gas pipelines from North Dakota & Alberta to in Arizona State gas powered electric generation stations & oil refineries.

4. Solid: Potentially rebuild coal powered electric generation stations, with cleaner technology.

Land Availability for Housing & Industry

Increase supply of buildable land in Arizona for housing and industry:

1. Sell more Arizona State Lands for housing and industrial development projects.

2. Request that the Federal Government sell more Bureau of Land Management (BLM) Land to development projects. Potentially sell some excess Forest Service Land too, where Land for development is constrained (like Flagstaff).

3. Allow Tribal Reservation Land to be leased to Age Restricted housing developments, where retirement housing will be leased by seniors.

4. Allow tribal land to be leased for industrial development, including: electrical power generation, oil refineries, and brackish aquifer desalination facilities.

5. Have Arizona State Lands Department, the Federal Department of the Interior (BLM) & Federal Department of Agriculture (FS) negotiate land swaps with Native Tribal Reservations, to trade fringe tribal lands that are great for development (location), for State or Federal Lands tribes want (sacred sites, Reservation islands, ect.).

Education Policy for Needed Skills

To have the Doctors, Engineers and skilled tradesmen that we need, we should make the following changes to state education policy:

1. Shift all funding for K-12 Education from funding school districts to only funding student vouchers given to parents, that they can choose where to use, for the best education of their children.

2. Shift all funding for Universities & Colleges to only needed Medical, STEM, and skilled trades. No more funding for unneeded woke majors (DEI, Ethnic Studies or Gender Studies).

3. Go back to merit based admission, hiring and promotion. No more descriminatory DEI (Diversity, Equity & Inclusion) or Affirmative Action!

4. Charge out-of-state American citizen students less tuition than illegal alien & non-citizen students at state universities & colleges.

5. Work with the Federal Government to build a Federal Academy in Arizona (Military, Border Patrol, ICE or Air Traffic Controllers).

Transportation Infrastructure

Facilitate the construction of new state freeways (such as I-11, 505 & US 60 extension) on state and federal lands with:

1. Land Grant program for Design, Build, Operate & Transfer) freeway projects, with grants of federal & state land.

2. Vehicle mileage traveled (VMT) tax on electric and other untaxed (no gas or diesel tax) alternative fuel vehicles (with reduced rate on hybrids).

3. Stop funding very low ridership & revenue, with high cost, light rail & streetcar (construction or operations).
